The Fifth Circuit Court of Appeals held that an Illinois liability insurer which issued policies to Connecticut insured with covered Texas subsidiaries was not subject to specific personal jurisdiction in Texas where the circumstances surrounding the procurement and enforcement of the policies did not establish minimum contacts in Texas and the policies' nationwide scope of coverage did not alter this conclusion.
