A court of the Western District of Texas granted a flood insurer's motion for summary judgment, holding that federal regulations require that an insured timely submit a supplemental proof of loss in order to recover benefits beyond what the insurer initially paid pursuant to any prior first proof of loss under a federally regulated National Flood Insurance Program policy.
