The Court concluded that amendments to the Texas Windstorm Insurance Association Act enacted in 2011 required that a judge appointed by the Multi-District Litigation Panel ("MDL Panel") preside over any litigation brought against the Texas Windstorm Insurance Association ("TWIA") and since the judge who granted the summary judgment for the TWIA was not appointed by an MDL Panel, the judgment was void.
